Britain ruled that former Chilean dictator Augusto Pinochet was brain-damaged and unfit to stand trial. I think it's a safe bet that, remembering this, all future former dictators will be brain-damaged too. They'd have to be to relinquish power voluntarily, so they'll only be deposed through a stroke, or in French "coup".
