Falling crime rates are not enough. Lately people are calling for terrorists and other top criminals to be caught before they act. The King of the World sees a promising line of development. We don’t need thought police or universal surveillance, a simpler method can predict criminal tendencies: If the System screws you over hard enough, then you have no choice but to fall back on a life of crime. Of course some unpredictable natural criminals will crop up, but I can raise the overall predictive accuracy by screwing over more people.
