Authoritarian rulers avoid showing weakness, because seeming weakness can create real weakness in the same way that the rumor of financial troubles can create a bank run. Only strong authoritarians can afford to bend. “To each my own” is the word, or as Chairman Mao put it, “Let a hundred flowers bloom, then mow them down.”
