American policy makers, even though they have read Clausewitz who explains that war and its confluents in international power relations are psychological, tend toward the game theory attitude that all participants are rational, so that mutually assured destruction and mutually agreed deterrence are the same. Ha ha, they sure are going to be surprised when they burst into radioactive vapor!
