Economic growth has looser limits than technical advancement. When you’ve reached the Highest Possible Level of Technological Development, you may be about ready to grow, if you choose, from Kardashev Type II, controlling the resources of your star, toward Kardashev Type III with the resources of your galaxy. It depends, though. Were you born rich or poor? Maybe everybody migrates from the Milky Way’s spiral arms to the core where the stuff is, and that’s why we don’t see anybody else around here.
