In 1894, when for the first time during peace the U.S. government tried to
impose a 2% income tax on the well-to-do, the Supreme Court declared it
unconstitutional.
This was back when Americans still remembered that the country had been
founded in revolution.
The very first U.S. income tax was imposed during the Civil War,
but it was repealed afterward.
