The ideal civil court system would allow equal access to all. Individuals
should be able to play the liability lottery, filing frivolous suits against
rich corporations. Rich corporations should be able to keep serious suits
tied up for years. The government should be able to raise revenue by seizing
anyone’s property through civil forfeiture. Lawyers should collect hefty
award-based fees, and kick back a percentage to cooperative judges.
Progress toward implementing this ideal in the U.S. has been excellent. As
soon as the last few uncooperative judges can be corrupted, the work will be
complete.
