The first amendment to the U.S. Constitution specifies, “Congress shall make no law... abridging the freedom of speech.” The tenth amendment gives state governments all powers not granted to the U.S. Government, except for any the Constitution may forbid them. So, although courts rule otherwise, the Constitution implies that state governments have the power to restrict free speech.

See? I knew the courts were good for something. Even if it is lying.
