A few nations, like Canada and Sweden, have excellent law enforcement. Abuses are rare and, due to a local shortage of obstructionists, are quickly corrected when found.

Why doesn’t everyone move north for the scrupulous police and the far-famed weather? I have an explanation. I reason that each of us falls into one of three categories. Criminals are afraid to move, the lazy honest aren’t going anywhere, and the diligent honest are in jail for pressing reform.
