I approve of the Ottawa Treaty against landmines. It can only be signed by a country that doesn’t foresee any serious need to defend territory, so it’s good news for the world that 156 nations have signed on and only 39 haven’t. All we have to do is cure the fears of a few holdouts and we’ll all be a little bit safer—say, Russia, India, China, and the United States.
