Now this is how you run a government. The U.S. Congress is interested in building another ICBM defense base on the east coast, presumably as pork since the system is failing test after test. The Missile Defense Agency would prefer to spend the billions on making its kill vehicles hit. So the MDA has incentive to make sure its system stays broken until the base plan is cancelled, so that it can get a working defense faster. That’s how to spend money! Why has Congress been forgetting?
