When I am king of the world, I will have no secret police, only Planetary Defense. You may not know who they are, but Planetary Defense will be public, and anyone will be allowed to visit to turn themselves in. Obeying the law will be simple, because there will be only one offence, planet endangerment. Some trouble understanding the law may be normal, since the planet is so complicated. After inauguration, I know what my first action will be.
