Recycling to Recover Value

You want a high recycling rate? It’s easy. Require all that stuff packaged in plastic to instead be wrapped in gold foil.

A more restrained approach is to tax new plastic packaging production and not tax recycled plastic. Packagers will want as much recycled plastic as possible, which will push its price up somewhat too and encourage repeated recycling.
