What, you're some kind of wimp who doesn't believe in real solutions? OK, there's a milder fix for overclassification. First, create an office whose job is to estimate the lifetime direct and indirect costs of maintaining all secret government information. That gives us a number. Second, when an agency classifies a document, they pay for it up front.
